The Philippine National Police Academy (PNPA) was created in pursuit of professionalizing public safety service in the country. It found its existence in various executive and legislative issuances. Presidential Decree 1184  known as the Integrated National Police Personnel Professionalization Act of 1977 provides the first mention of the PNPA as a service training institution for police and fire personnel under the then Integrated National Police (INP) Service. Presidential Decree 1780  (Providing the Philippine National Police Academy with an Academic Charter and Expanding its Curricular Programs), the PNPA was provided with its own academic charter in order to enhance and professionalize the Integrated National Police.   Doctrine of Command Responsibility The Academy adheres to the Doctrine of Command Responsibility in accordance with Civil Service Rules and Regulations to ensure responsibility and accountability of officials and employees. Mandate, Function, and Quality Policy

  Mandate Under Section 5 of RA 11279, the PNPA shall be the premier institution for police education and the primary source of commission of Police Lieutenants. The PNPA shall be under direct administrative and operational supervision and control of the Chief of the PNP. Function In the conduct of its academic program, the Academy shall have the function, power, and authority to grant and confer academic degrees and/or proficiency certificates or diplomas and such other appropriate privileges to successful participants (Section 5, PD 1780). It shall endeavor to provide the necessary function as a special higher education institution in the country in consonance with its trifocal functions in instruction, research, and extension. PNPA Leadership

Mission, Vision, Thrusts and Objectives

  Mission Statement To provide a comprehensive education, training, and leadership development program to transform Cadets into God-centered, competent and trustworthy public safety leaders. Vision Statement By the Grace of God, the PNPA by 2050 shall be a world class center of excellence in public safety education producing professional, community and service-oriented public safety leaders. Thrust The Cadetship Program of the PNPA shall be in consonance with the thrust of the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail Management and Penology to develop professional, morally upright and dedicated public safety officers imbued with the values ​​of Justice, Integrity and Service. January 2023, Cabanatuan City - P/CDT Herald Angelo Briton and P/CDT Gio Parchamento reported to PLTCOL EDILMAR G ALVIAR, Chief of Police, Cabanatuan City Police Station. PLCOL ALVIAR gave insights on what a Police Officer goes through on a daily basis. He also shared his experience and role as a Chief of Police in Cabanatuan City. As future officers of the PNP, we can reflect on the experiences and knowledge he imparted to us. In connection with the Cadet Attachment Program, they are tasked to observe and apply all of their learnings in the academy - from January 14-30 - they will observe and engage in regular police activities.
